CONGRATULATIONS, ROCHESTER!It's not every day that a city refuses federal grants. And it's not every day that citizens fill the halls of the city and demand that their elected officials resist the easy money of regional planning grants. But that's exactly what happened tonight in Rochester, New Hampshire. When I was on a speaking tour in New Hampshire in June I was impressed with the determination of my friends there to educate their fellow citizens on UN Agenda 21/Sustainable Development and how global governance is implemented. We talked about how the Granite State Future plan is the same regional plan that is being rolled out all over the US and the world. 'Live Free or Die,' the New Hampshire motto, is not just words to these freedom fighters---they mean it.
CONGRATULATIONS, ROCHESTER! The propaganda campaigners are on the warpath...as usual. Planners have created a false argument and spread it around so that people who are ignorant will think they're real smart when they accuse us of supporting individual rights that would permit a pig farm next to a church. Yep, this is the 'argument.' That those of us who are alerting the public to the smart growth/UN Agenda 21 manipulation are ANARCHISTS. This is a smoke-screen and a diversion, an absurd smear that does not address the reality of how form-based zoning and General Plan requirements for Transit Oriented Development take our private property rights. The picture above is from wikipedia under the Form-Based Code entry. Take a look at the link for an animated example of how form-based codes work. These are zoning codes that are changing the face of America. The idea is that buildings should be densely packed and built right to the edge of the sidewalk. Look at the cartoon. See those buildings scoot up to the edge of the sidewalk? Those existing buildings that move like magic to the edge of the sidewalk ? Now go out on your street and do that. Go ahead, try and move the existing building to the edge of the sidewalk. Impossible, isn't it?
These cartoons really say it all. Monolithic buildings will be constructed where a variety of building styles once stood. Property owners are losing their land and buildings through regulations, restrictions, eminent domain, redevelopment, sustainable communities initiatives, and many more programs that shift property ownership to public private partnerships. The false 'argument' that those of us fighting the redesignation of our city centers to Transit Oriented Development and mixed use would want to see a pig farm next to a church is designed to marginalize and mock you. The truth is that your zoning is made irrelevant by the overall plan for your city, called a General Plan, that trumps zoning. If you don't conform to the new form-based zone (adopted in some cities), or new General Plan mixed use designations then your building is 'legally non-conforming.' The goal is to gradually phase out all buildings and uses that don't conform, no matter what impact this will have on the existing owners or tenants of those buildings. You can't move your existing building 20 feet. You can't just build two stories of apartments on top of your retail store. Your city knows this. The planners know this. You know this. But the press will lie and call you an anarchist in order to misinform the public. Fight back. Counter this false argument with the facts of form-based zoning. Speaking of facts about form-based zoning, here's a doozie: (From Wikipedia--Mandatory codes. This is the most common adoption approach. It has the most regulatory "teeth"—compliance is required. But it is the most ambitious of the approaches, making the new code a seamless part of, or a complete replacement for, the existing zoning ordinance. The form-based code can be adopted as a new zoning district or as an overlay district. Unique to California and a few other states with appropriate enabling legislation, form-based codes can be contained within a planning document called a "specific plan," which can completely override the zoning ordinance for a given geographic area. So what does this mean? It means that zoning is irrelevant, that form-based codes can over-ride zoning and be mandatory. What else? That, with few exceptions, anything that fits into the building is ok. This code is 'form-based' which means that it's form over function. Yes, if you can squeeze into the building then it doesn't matter what you do in it. In Mexico you see this as having a tortilla factory (extremely noisy) in a residential neighborhood because it fits in the building. Sound good? Smart Growth is an ideology. Party line Council vote gives OK to Vibrant Futures Zach White Published: Tuesday, June 19th, 2012 After taking a few weeks to think about whether to join the Vibrant Futures Consortium, no one changed their minds and a party-line 4-4 vote forced Mayor Tim Solomon to decide, choosing to join. Havre now joins other city, county and tribal governments in the consortium to think together about regional issues and how to reach common goals. The debate began with council member Allen “Woody” Woodwick explaining why he thought the city should join. “I think it would be a good idea, especially if it doesn’t cost any money, ” Woodwick said. “It puts more tools into our hands and Bear Paw Development Corp. to give us a leg up in grant applications. ” Council member Janet Trethewey asked whether the city had voiced its support for the consortium to get it started. Mayor Solomon said he had written a letter of support in October 2011, which Trethewey said the council should uphold. “To not join now would be disingenuous, ” Trethewey said. Council member Bob Kaftan expressed his concern about possible strings attached to the city’s involvement, obligations to the consortium or the federal government. “We don’t get their approval, ” Trethewey said. “We approve, and they lend their expertise. ” Council member Rick Dow said he didn’t like the reliance on federal money this would entail and worried about the availability of those funds in the future. “We are now making federal grants central to our economy, which is not how it’s supposed to be” Dow said. Dow added this morning that he is wary of the consortium’s resemblance to the United Nations’ Agenda 21, an initiative set up in 1992 to begin “a new global partnership for sustainable development, ” according to the agenda’s preamble. “This Vibrant Futures program and this private and public alliance, I can’t help but think how similar they are to the U. N. Agenda 21, ” Dow said this morning. “It’s more centralization of power rather than innovation and grassroots. It’s more top down rather than bottom up. ” He asked what the city would be giving up to enter this contract Council member Gerry Veis chose to answer. “You’re guaranteed losing absolutely nothing, ” Veis said. “This is about a commitment to the city you live in, Rick. ” Veis explained that the costs are paid by the federal taxpayers, of which he feels to be a particularly high contributor, and added that if Havre says it doesn’t want the money, Senate Majority Leader Mitch McConnell, R-Ky., would be more than happy to send that money to his constituents in that state. “I would like to thank Mr. Veis for his contributing to the $1.5 million of the grant, ” Council member Brian Barrows said. How they voted: Democrats Bonnie Parenteau, Janet Trethewey, Allen “Woody” Woodwick and Gerry Veis voted yes. Republicans Brian Barrows, Bob Kaftan, Rick Dow and Andrew Brekke voted no. If you want to fight UN Agenda 21 you have to show up and speak out. This lost by one vote. If citizens had been there and demanded that their town refuse that federal money it would have been a victory. ONE VOTE. 'RENAISSANCE DOWNTOWNS' is the name for a corporation that is all over the US 'helping' cities redevelop their downtown areas. Actually they call themselves 'Authenticity and Quality of Life.' This company partners with the American Planning Association, the Urban Land Institute, the Congress for New Urbanism, and others to figure out ways to grab federal and state dollars to implement Smart Growth. They put on dog and pony shows (visioning meetings) and convince people that indebting themselves for 20-45 years in order to put in quaint lamp posts and wide sidewalks in the downtown area is going to be an economic driver. Then Renaissance Downtowns will 'assist' in directing your tax dollars to developers who play ball with the Smart Growth model. Renaissance keeps plenty for themselves too. This is a manipulation that keeps UN Agenda 21/Sustainable Development alive and eating at your town. You may have new streetlights but you'll be in debt for 2 generations paying off bonds that funded big developers. Sustainable! Take a look at California for the real truth on redevelopment. It bankrupts cities.

With this in mind, a comprehensive downtown redevelopment designed to meet these objectives stands a far greater chance of receiving significant funding dollars and/or resumption of rail than smaller, isolated efforts. In short, the government is not looking to provide just streetscape grants and sidewalk benches - they are looking for transformative projects focused on our nation's downtowns that will serve the triple bottom line of social, economic and environmental responsibility. An example of how to successfully leverage private investment to procure significant funding is Renaissance's Glen Cove Waterfront Redevelopment plan, which has garnered nearly 140 Million dollars in public funding for infrastructure and remediation work, along with funding slated for the construction of the City's ferry terminal. The concept utilizing private investment as a catalyst to attract federal dollars is an additional benefit to large scale, comprehensive downtown redevelopment efforts. Don't be deflected from speaking out and taking action by those who say that UN Agenda 21/Sustainable Development is a 'voluntary, 20 year old plan with no teeth.' In fact it was adopted by your nation and can be seen throughout your town, city, county, state, and country in the regulations and restrictions on your rights, both property and civil.
The perfect analogy is that there's been a football game going on for 20 years and only one team knows it. They've been out on the field making touchdowns while we've been in the locker room. Now we're out on the field, suited up in helmets and pads, and making touchdowns ourselves. Remember: they only come after you when you've got the ball. We do have it. Here is the text of the legislation passed by the Alabama State Legislature (SB 477) and signed into law by Alabama Governor Robert Bentley. According to the synopsis of the bill within the text: "This bill would prohibit the State of Alabama and its political subdivisions from adopting and developing environmental and developmental policies that, without due process, would infringe or restrict the private property rights of the owner of the property." You wouldn't think we'd need a new law for that, but the new law calls out ICLEI and UN Agenda 21 and requires that Alabama not give or receive funds from NGOs named in the UN Agenda 21 document. The law re-establishes the constitutions of the state of Alabama and the United States as the fundamental rule of law and bars adoption or implementation of policy that contravenes the Constitution. It will be interesting to see how this plays out in Alabama and to watch the first lawsuits that challenge implementation of Smart Growth/Wildlands policies that will surely be traced to UN Agenda 21/Sustainable Development. Alabama is the first. Let's assist our legislators by educating them about UN Agenda 21/Sustainable Development. We've got the ball. Let's run with it. I just received a note from my friends in Tennessee that they attended a visioning meeting and had a new Delphi tactic used on them. We have seen it used here in California as well. Our Tennessee Agenda 21 fighters asked what they could do to combat it, and we thought we'd share our comments with you here.
The classic Delphic technique tactics have you come into a room where you are with a large group and you're either seated in an auditorium or you'll be broken into groups at tables. This gives you access to all participants, at least for a while, and you are able to voice your objections to the entire body. The new tactic being used by planners is the OPEN HOUSE. The Open House tactic invites the 'public' to drop in at one of several locations at different dates. There will be a planner on duty to explain the plan and solicit the public's input. Usually these open sessions are about 2 hours long. There is often an informational video shown. There is no opportunity for interaction between members of the public. There is also an online survey that can be filled out by anyone in the public to give their input on the project. There is no way of knowing who is using these forms. HOW TO COUNTER THIS: What we have done is to prepare a flyer and give it to people as they are going in to the building. You can do this in shifts (one hour each) at each of the locations. The flyers are essentially the 'Notice: You Are Being Delphi'd' ones. I've attached one here. This particular flyer is specific to our regional plan but you can easily adapt it. Also there must be an open meeting law in your state similar to the Brown Act in California. You can put that on the back or something else that's pertinent. The thing about this tactic of theirs is that with the online survey anyone in any state or nation--or world, I guess-- can weigh in. It's a farce, obviously. We also suggest that you go to your council meeting/supervisors meetings and speak out about this in public comments. Take as many people as possible and do it more than once. Also go to the MPO meeting, their board meeting and protest. You can bring bullhorns and signs and stand out in front in protest. The point is to drag it out of the shadows and embarrass as many of them as possible. Expose it to the light. How many people will be making this 'binding decision' for the huge area covered by the plan? What percentage of the total population? Exploit that shockingly small number. THIS IS NOT YOUR PLAN. LET THE PUBLIC KNOW THAT THEY ARE BEING DELPHI'D. MPO to Kick Off Imagine 2035 Public Phase By Eric SmithPrint | Front Page | Email this story | Email reporter An initiative designed to give citizens and communities input in the region’s future transportation needs will reach a critical milestone next week with the first round of its public meeting phase. Imagine 2035, the Memphis Metropolitan Planning Organization’s planning process to create a long-term transportation and land-use plan for the Mid-South, was approved last summer by the MPO’s policy board. The program formally enters its second phase – the “visioning” phase – Monday night with the first of 12 public meetings during the next month. The first meeting is in Arlington, with other meetings scheduled for Memphis, Bartlett, Cordova, Hernando, Olive Branch, Millington, Gallaway and Mason. The meetings, which run through May 13, will give residents a chance to offer feedback on how development plus transportation and logistical assets like roads and bridges can best suit their communities. MPO will hold other public meeting rounds throughout the year, and it will incorporate modeling software and input from various municipalities making transportation plans for their jurisdictions. Imagine 2035 has a specific purpose. MPO is federally mandated to develop a long-range transportation plan for the region, and the first step to developing that plan – a follow-up to the 2026 long-range plan – is to address future land-use issues, such as where transportation needs will be and how land use will play a role in meeting those needs. The next long-range transportation plan must be adopted by March 2012. MPO’s coverage area includes all of Shelby County, the four western miles of Fayette County and the 10 northern miles of DeSoto County. Imagine 2035 is a critical component of creating that plan, said MPO transportation planner Paul Morris. “Everybody has an idea of what they want their future to look like,” he said. “The question then becomes, what type of transportation system do we need to have to accommodate the projected growth and development of our community?” As Morris noted, myriad growth and economic development trends will dictate the region’s transportation needs during the next quarter-century. With DeSoto County’s population expected to almost double in the next two decades, how will its growth affect roads such as Interstates 69 and 269? With bustling intermodal yards like Norfolk Southern’s new facility inRossville and BNSF Railway Co.’s expanded one in Southeast Shelby County, what does that do for Tenn. 385 and Lamar Avenue (U.S. 78)? And with the proposed development of a car plant in Tunica – plus the nascent facility in nearby Tupelo – will the large number of auto suppliers setting up shop in North Mississippi create capacity issues? Morris said the “visioning” phase of Imagine 2035 will be to discuss such scenarios and plan accordingly. “We understand that certain development patterns have certain transportation implications,” Morris said. “By getting an idea of what type of development people would like to see, we could then develop a transportation system that could accommodate those needs.” Residents who attend the public meetings will be able to voice concerns about traffic and their communities’ ability to handle heavily used roads. “The better we talk with the public and the more input we can get from the public, the better land-use transportation plan we can develop, which in turn would help us develop a better long-range transportation plan,” Morris said. MPO administrator Martha Lott, who wasn’t available for comment this week, said in a statement: “This process will give our community the chance to discuss the ‘what-ifs’ of our metropolitan area, and consider the trade-offs between how our community grows and the transportation decisions needed to support that growth.” Brett Roler, MPO planner and Imagine 2035 project manager, added: “This is a great chance for the community to not only see what our region might look like 25 years from now, but also take an active part in shaping its future.” Funding for the initiative comes from MPO planning money provided by the Federal Highway Administration (One of the agencies on the President's Council on Sustainable Development, of course--Rosa.) Sustainable Development: Sustainable development is about meeting the needs of today without compromising the needs of future generations. It is about improving standard of living by protecting human health, conserving the environment, using resources efficiently and advancing long-term economic competitiveness. It requires the integration of environmental, economic and social priorities into policies and programs and requires action at all levels - citizens, industry, and governments. Environment Canada released the first Progress Report on the Federal Sustainable Development Strategy (FSDS) on June 16, 2011. This first Progress Report describes actions taken to implement the requirements under the Federal Sustainable Development Act since the tabling of the FSDSin October 2010. It focuses on progress made on setting up the systems needed to implement the FSDS and lays the foundation for future reporting by outlining how results will be measured and shared using the Canadian Environmental Sustainability Indicators. Like the FSDS itself, progress reports are part of a long-term 'plan, do, check, and improve' management approach geared to making environmental decision-making more transparent and accountable over time. The FSDS was tabled on October 6th, 2010. For the first time, Canadians will see, all in one place, the Government of Canada’s environmental sustainability priorities and our progress in achieving them. The FSDS presents a detailed description of federal government activities to achieve environmental sustainability. The Strategy also commits to strengthening the guidelines for strategic environmental assessments by federal departments which help integrate environmental considerations related to economic and social decision-making. The Office of Greening Government Operations provides a series of guidelines to help departments and agencies implement and report progress on the Greening Government Operations targets for Theme IV of the Strategy. The FSDS is mandated by the Federal Sustainable Development Act (the Act), which received Royal Assent on June 26, 2008. The Act responds to a number of international commitments Canada has made to produce such a strategy, including at the Earth Summit in Rio de Janeiro, Brazil, in 1992 and at the 2002 World Summit on Sustainable Development in Johannesburg, South Africa. The purpose of the Act is "to provide the legal framework for developing and implementing a Federal Sustainable Development Strategy that will make environmental decision-making more transparent and accountable to Parliament". Public consultations were undertaken by the Sustainable Development Office at Environment Canada from March 15, 2010 to July 12, 2010. From China Daily: Yuan Ning, president of China Construction America, a wholly owned subsidiary of China State Construction Engineering Corporation, said the perfect way for China and the US to collaborate is through public-private partnership for infrastructure projects. PPP is a government service or private business venture that is funded and operated through a partnership between the government and one or more private sector companies. Yuan said Chinese companies working through PPP with the US government and private sectors is a "win-win solution". Robert Hormats, US Under Secretary of State for economic, energy and agricultural affairs, agrees that PPP is a good way to work with Chinese companies on infrastructure projects. "Chinese investment can be really helpful. We would love to have more of that and we will be pursuing that dialogue with the Chinese," Hormats told China Daily after a business event in New York. Chinese companies not only see the opportunity but also have shown a commitment to be a part of this development. China State Construction Engineering Corporation recently said it will invest $2 billion in the next few years in the US market for PPP infrastructure projects, mergers and acquisitions and residential projects. Joe Catapano, a project manager with China Construction America, said the expertise and capital Chinese companies can provide are important. "The key issue is money. It doesn't seem the United States government is willing to spend money (on building infrastructure)," said Catapano, who has 12 years of engineering experience in New York and California. "High-speed rail is definitely something we can learn from China. We don't have any of that in the US, anywhere," he added. If you've been following our actions at the ONE BAY AREA meetings with other groups, including East Bay Tea Party, 9-12 groups, property rights groups, and other Tea Parties, you know that we have deeply upset the game the Government (Association of Bay Area Governments--ABAG, and Metropolitan Transportation Commission--MTC in league with their public/private partners, Silicon Valley Partnership and Greenbelt Alliance) is playing. The Delphi game is to pretend, and get you to believe, that your input is solicited to craft the plan when in fact it is already set up before you show up. This is a Regional Plan, a stepping stone to Mega Regions and then to Global Government. We haven't been going along to get along. So out of the hundreds of people who attended their 'workshops,' in the 9 county Bay Area, out of the 7.5 million people in the Bay Area who would have questions about this plan if they knew about it, just four of us have been invited to a private meeting with ABAG-MTC. Here's the email they sent: Ms. Koire: The Executive Directors of MTC and ABAG are extending an invitation to meet with them at the MetroCenter to discuss issues and matters brought up at the Winter 2012 PlanBayArea workshops. There are three possible meeting times - one will be selected based on availability of invitees. Please reply to accept the invitation and indicate your preferred meeting date. So this is what I sent back: You must have gotten this guide from the APA "Preparation Second, be proactive Reach out to groups likely to oppose Request a meeting with them to listen to concerns and ideas Do not try to change their minds –collect their input Encourage them to provide you with materials (books, websites, etc.) Research local activist networks" But Heather wanted to get more information. I'm glad she did. Here's her exchange: Ms. Bullock, I have several questions about this invitation that need to be cleared up before I consider attending. Will this be a publicly noticed meeting subject the Brown Act and open to the public, Executive Session or an informal (private) meeting not subject to the Brown Act? Who are the invitees? Is this open to the public or to just a handful of people? Which MTC/ABAG Executive Directors will be in attendance? Also, I am unclear as to the purpose of this meeting? What “Issues and Matters” will be discussed. I would like an agenda for the meeting. The invitation was extended to the following attendees of the PBA public workshops: Carol Thomlison Rosa Koire Mimi Steele This will be an informal meeting, not a public meeting - no elected officials will be present so it is not subject to the Brown Act. The purpose of the meeting is to provide an opportunity to those that expressed issues and dissent at the PBA workshops to speak directly with the executive directors. Now they want an 'open dialogue' outside of the eyes and ears of the public and for the sole purpose of finding out about us. FORGET ABOUT IT. NO GOOD GERMANS. Who doesn't? This is an assault, an attack on us. A bloodless coup; actually an administrative coup d'etat being implemented through regulations. It's world-wide.
UN Agenda 21/Sustainable Development is a global plan that is implemented locally. That is its strength and its weakness. Because we are here. Locally. You can identify the non-profits who are partnering with your government to control, manipulate, and restrict you in the name of 'green.' If you are paying dues to those groups, if you are a member, if you work there, if you are participating, you can withdraw your support and speak out. These consultants who are being paid by your planning department to design the rules you live by must be de-funded. Now. The non-profits which are funding candidates must be identified locally and exposed. Property rights groups are springing up all over the nation. People are identifying collaborators with the UN Agenda 21/Sustainable Development plan. Students are recognizing that they are being manipulated by the Delphi technique. Teachers are speaking out and refusing to teach sustainable development 'new-speak' instead of math. Parents are going into classrooms and listening to the lessons; they are reading the textbooks. Doctors are refusing to prescribe mind-altering drugs with suicide and violent side-effects for children. All of us are refusing to be Delphi'd, and will not allow facilitators to shame us or call us 'conspiracy nuts.' Laugh at them, call them out, and expose their plans. It's easy once you do a bit of research. Who is funding that regional plan? Which consultants are working on it? Why is it identical to the plan all the way across the country or the world? How does it tie in with Mega Regions? Find out. Speak out. Hand out your flyers. Don't let yourself be overwhelmed. We are all working together. This is a vital struggle and it is expanding daily. Arm yourself with facts. Let's make sure that every day we speak about it to someone new. At the grocery store or the coffee shop, at your office or at school. This is not a conspiracy theory. The plan is crazy, we are not. Have courage and know that we will win. If you scroll down here on the blog to the 1/22/12 post, you'll see a list of Regional Visions. They're all the same vision. The same vision your regional boards have for you and your 'region.' That list was compiled simply by doing a search for 'region' 'one' and 'plan'. Imagine how much fun you can have by doing this yourself and adding your town, county, and state to the mix. If you search the same list but click on 'Images' so you can see the visual representations on your search browser, you'll find lots of regional maps. You'll even see HANOI CENTER REGIONAL PLAN. Yes, THAT Hanoi. Hanoi, Viet Nam. And guess what? It's the same plan. Oh, I know, the street names are different. But the plan and the visioning meetings are the same ones you'll see in your town. Four States One Vision (West Virginia, Pennsylvania, Ohio, Maryland) It's 32 counties in four states. And they all have the same vision---it's always the same vision. Smart Growth. Wildlands. Energy and water restrictions. High speed rail. Surveillance (oh, you won't find that in writing), and control. Inventory and control of every aspect of your life. THIS IS WHAT A REVOLUTION LOOKS LIKE You are witnessing a plan that is being implemented all across the United States NOW. It has many names but it's the same plan. UN AGENDA 21/SUSTAINABLE DEVELOPMENT: Sustainable Cities Strategy. It is a regional plan that creates unelected boards of elected officials who are engaged in erasing the boundaries between cities, counties, and states. You are losing your ability to influence your government policies at the same time that you are being solicited for your opinion. It's a tactic to silence you. This is the Delphi method of manipulating groups and controlling populations that may protest. By 2050, or sooner, there will be 11 Mega-Regions in the United States that include parts of Mexico and Canada. This is not a delusional rant. This is a fact. Go to www.America2050.org What are these plans called? Your government is using similar names for all of these plans and they are all the same: Regional. They are being rolled out NOW. The adoption date is MID-2013. ALL OVER THE US. Most of us are unaware that the plan we are fighting is the same plan, with minor variations, being imposed in the name of reducing greenhouse gas emissions, expanding public transportation, and funding low-income housing. All plans include Smart Growth--high density housing with restrictions on personal space and car usage. All plans support high speed trains--the building block of Mega-Regions. All plans give power to regional transportation and planning boards (MPOs and COGs) through federal and state fund disbursements. In all plans housing and transportation are now linked. In all plans population projections are hugely inflated. All plans will go forward as planned regardless of your input. This is a planning revolution. Here are just a few places around the country using the word "VISION" a UN Agenda 21 buzz word. There are many others with similar names using the sustainability jargon. You'll see the term 'transformation'---that is jargon for 'destruction.'
