Citizens’ Utility Board of Oregon The Citizens’ Utility Board of Oregon and CUB Policy Center is a statewide consumer advocacy non-profit that works on behalf of Oregon ratepayers and the public interest in matters of utility, energy, and environmental policy. In her role, SA manages the development of new projects, development, an annual policy conference, and the day to day operations of the organization. She works with partners throughout the Pacific Northwest on policy matters related to smart grid, electric vehicle, demand response, energy efficiency, and more. SA oversees the internship and research fellow program and CUB, and has been a dedicated advocate for the public interest in Oregon since she joined CUB’s team in 2009. She received her MA in Philosophy from the University of York in England, and her BA from Berea College in Berea, Kentucky, and worked as an IT professional before moving into the non-profit sector. SA also serves on the Oregon League of Conservation Voters Multnomah County Steering Committee, and volunteers her time to increasing K-12 education in energy, sustainability, and the environment.
Zanku Armenian Director, Public Affairs Southern California Edison Zanku Armenian is currently a senior executive in the Public Affairs department at Southern California Edison, one of the nation’s largest electric utilities. He also has served in senior management in the Corporate Communications department. He currently leads issues management efforts on a variety of utility issues including SCE’s smart meter and smart grid programs. He is a commissioner for the Glendale Water & Power Commission, appointed by the Glendale City Council. He is a Sunday columnist for the Los Angeles Times. Zanku has over 25 years of experience in issues management, crisis communications and technology marketing communications, with specialized expertise in digital entertainment and the impact of technology on the entertainment industry; airline industry issues; and the electric utility/energy industry with a particular focus on smart grid technology. Previously he worked in Washington, DC in politics, devising and directing public affairs issue campaigns for major industries including airlines, defense, technology, telecommunications, entertainment, pharmaceutical, health care, tobacco and consumer goods. In addition, Zanku worked in the technology industry in Silicon Valley and led his own corporate communications consulting practice based in Los Angeles.
Randy Berry Vice President Power Systems Consultants Randy Berry has over 20 years of experience in the design, delivery and support of advanced technology solutions used by the electric industry for the reliable operation of the grid, including smart grid systems. He is the Vice President of US operations of PSC. Prior to joining PSC, Mr. Berry worked for AREVA where his career started in software development and project engineering. During his tenure with AREVA, he advanced through a number of positions including program management, marketing director, managing director and vice president. Mr. Berry also worked for The Boeing Company in Seattle and Singer Link in Maryland, providing real time systems for the Department of Defense related to underwater acoustic signal processing. Mr. Berry has also had the privilege of teaching courses on Computer Operating Systems at the University of Washington. Mr. Berry graduated Michigan Technological University with a Bachelor of Science degree in Computer Science.
Laurence C. Daniels Assistant People’s Counsel Office of the People’s Counsel – DC
Attorney Laurence Daniels has worked as Assistant People’s Counsel in Washington, D.C. for the Office of the People’s Counsel since January 2000. He represented consumers’ interest in the PowerCentsDC smart grid pilot program in Washington, D.C. and is currently the lead attorney representing District of Columbia consumers regarding all matters related to the full deployment of advanced metering infrastructure. In 1997, Mr. Daniels received his law degree from Howard University School of Law. He and his wife Gilda, a voting rights attorney, reside in Mitchellville, Maryland with their two children Lauren and William.
Vickie Dorris Global Solution Leader for Customer Operations, Energy & Utilities IBM Vickie Dorris brings over 25 years of working in the energy and utilities industry. She is currently the IBM Global Solution leader for customer solutions for the Energy & Utilities industry. She is responsible for developing an integrated customer solutions offering which combines strategy, process, and technology to help utility clients empower consumers and improve customer satisfaction through access to information, products, and services that can reduce bills, increase efficiency, and address their emerging energy needs. Previous to her current role at IBM, she was Vice President of Sales Vertical markets at Gartner focused on the Energy & Utilities industry where she doubled their research and consulting business in the energy vertical. Patty Durand Executive Director Smart Grid Consumer Collaborative
Patty Durand is the Executive Director for the Smart Grid Consumer Collaborative; a consumer focused non-profit aiming to promote the understanding and benefits of modernized electrical systems among all stakeholders in the United States. Patty’s prior experience includes working on smart grid research at Georgia Institute of Technology where she helped prepare and submit smart grid grant proposals to ARPA-E and DOE. Prior to Georgia Tech Patty was the State Director for the Georgia Chapter of the Sierra Club, Georgia’s largest grassroots environmental organization. Patty’s work there focused on programs addressing climate change and promoting sustainable energy policy. Patty has an IT background and worked on B2B projects with Hewlett Packard and Compaq Computers and currently serves on the board of the Smart Energy Society for the Technology Association of Georgia. Patty has an MBA from the College of William and Mary in Williamsburg Virginia and a B.S. in Business from Virginia Commonwealth University in Richmond Virginia.

Bill has over thirty seven years of experience in the utility industry spanning assignments from Cleveland, Ohio (Centerior Energy – now FirstEnergy) to Las Vegas, Nevada (Nevada Power – now NV Energy) to Long Island, New York (Long Island Power Authority) to Portland, Oregon (Paragon Consulting Services) to now Nashville, Tennessee. His areas of expertise cross energy efficiency, demand response, program development and management and strategic planning. Bill has experience in the IOU, public power and consulting industries and understands the challenges existing in meeting unique customer, corporate and political needs. Chris King Global Chief Regulatory Officer, Smart Grid Solutions Siemens AG Chris King is Global Chief Regulatory Officer, Smart Grid Solutions for Siemens AG. He is responsible for policy-oriented and strategic activities, including market analysis and product strategy, working with regulators and legislators worldwide. He helped found eMeter Corporation, where he was Chief Strategy Officer, which Siemens acquired in 2012. Mr. King’s 30 years of experience include being CEO of Utility.com, an online electricity retailer; Vice President, Sales & Marketing for CellNet Data Systems (now owned by Toshiba); and Director, Rate Design for Pacific Gas & Electric Company. He is Chair of the Brussels-based Smart Energy Demand Coalition, and on the Board of Directors of the Demand Response and Smart Grid Coalition, the Association for Demand Response and Smart Grid, and the U.S. Demand Response National Action Plan Coalition. Barbara Leary Sr. Director, Marketing & Communication Florida Power & Light Company
Barbara Leary joined FPL in March 2008 as senior director, marketing and communication, for Florida Power & Light Company. Over the past four years, her assignments have included leading the teams that provide communication support to FPL’s customer service, distribution and transmission business units; interactive communication; marketing FPL’s demand-side management programs and billing and payment options; and providing speechwriting and other communication support to the executive leadership of NextEra Energy Inc. and FPL. In addition she served as the deputy to the vice president of marketing and communication, acting as his delegate in his absence. In 2009, Barbara assumed additional responsibility for the customer education program for FPL’s $800 million Energy Smart Florida smart grid initiative, which includes the deployment of 4.5 million smart meters and extensive upgrades to FPL’s transmission and distribution systems. In April 2012 she relocated from Juno Beach, Florida, back to her “home town” of Washington, D.C., and continues to lead the utility’s smart grid and smart meter communication efforts. This includes serving on the team responsible for meeting FPL’s commitments under a $200 million Smart Grid Investment Grant from the U.S. Department of Energy. In addition, she represents FPL on the J.D. Powers Smart Energy Advisory Board. Prior to joining FPL, Barbara was director of external communication for Lexmark International, a printer manufacturer; director of internal communication for BASF Corporation, the North American subsidiary of the world’s largest chemical company, and vice president of corporate communication for CDI Corporation, an engineering and IT consulting firm. Before that, she was a vice president at Ketchum, a global PR agency, where she specialized in the manufacturing and technology sectors.
Naomi Manley-Casimir Director Accenture Innovation Centre for Utilities Naomi Manley-Casimir is the Director of the global Innovation Centre for Utilities for Accenture. In this role, Naomi is responsible for research and development in end-consumer preferences for energy-related products and services, supporting and enabling her Accenture colleagues working with utility retail and customer operations and managing IT asset development. Previously, Naomi was responsible for client relations at one of Accenture’s largest utility business process and application outsourcing engagements. She led the development and deployment of the Service Performance Dashboard, a comprehensive dashboard with over 200 business metrics that provides an executive to operational overview of the performance of the meter-to-cash business processes. Naomi also led the development and deployment of quarterly leadership meetings to improve leadership morale, strategic alignment, facilitate communications and engagement within Customer Care operations. In her years of consulting, Naomi’s experience focused primarily in generation, related to power plant and dispatch optimization, project management of an energy risk management application and management of a large-scale program comprised of seven concurrent projects. She is currently the Research Committee Chair for Smart Grid Consumer Collaborative. Naomi works with SGCC Research Committee to establish research plan, facilitate SGCC Research projects with third-party vendors, SGCC staff and SGCC research committee members. Lisa brings over 20 years of technology marketing experience to Silver Spring Networks. Lisa is responsible for Silver Spring’s corporate marketing and communications and consumer education programs. Lisa has created industry leading consumer education programs for Silver Spring and the utility industry. She has built an acclaimed smart grid curriculum and nurtured a network of 3rd party smart grid advocates. She has served on the organizing committee of GridWeek and Smart Energy International and is the current co-chair of the Smart Grid Consumer Collaborative’s marketing and PR committee. John D. McDonald P.E., Director, Technical Strategy and Policy Development GE Digital John D. McDonald, P.E., is Director, Technical Strategy and Policy Development for GE Energy’s Digital Energy business. John has 38 years of experience in the electric utility transmission and distribution industry. John received his B.S.E.E. and M.S.E.E. (Power Engineering) degrees from Purdue University, and an M.B.A. (Finance) degree from the University of California-Berkeley. John is a Fellow of IEEE, and was awarded the IEEE Millennium Medal in 2000, the IEEE Power & Energy Society (PES) Excellence in Power Distribution Engineering Award in 2002, and the IEEE PES Substations Committee Distinguished Service Award in 2003. Ted M. Reguly Director Customer Programs and Assistance San Diego Gas and Electric Ted M. Reguly is the Director of Customer Programs and Assistance at San Diego Gas and Electric (SDG&E). He is responsible for overseeing the development, implementation and integration of comprehensive customer product and service Energy Efficiency, Demand Response and Assistance offerings. Reguly has been with SDG&E since 1981, holding various positions throughout Electric Generation, Electric and Gas Distribution, Supply Management, and Gas and Electric Customer Service supervision. Geoffrey G. Revelle Partner Stoel Rives LLP Geoff is a partner in the firm’s Seattle office. Ted D. Thomas Director, Smart Grid Emerging Technologies Duke Energy As a director in Duke Energy’s Customer Operations organization, Ted Thomas leads the grid modification emerging technologies team responsible for the new technology to modernize the company’s power delivery system and customer interfaces. Ted began his career with the company in 1986 when he joined Duke Power. He has led a variety of sales and technical teams which included forging into new markets. Most recently, Ted served as director of distributed energy resources for Duke Energy, where he was responsible for leading the North Carolina Solar Photovoltaic (PV) Distributed Generation program. He and his team provided comprehensive leadership to the program, including contract negotiations, followed by designing, building, operating and maintaining roof- and ground-mounted PV panels on properties leased from existing Duke Energy customers. Bud “Arthur” Vos Chief Operating Officer Simple Energy Prior to joining Simple Energy, Bud was Senior Vice President of Utility Sales and chief technology officer at Comverge, where he oversaw the technology architecture for the company while working with their utility client base to identify and deliver high value projects using smart grid technology. Bud also worked at Comverge as the SVP of Product Strategy and VP of Marketing, Products and Alliances. Before Comverge, Bud was the Founder and VP of Engineering at Sixth Dimension, a provider of Internet-based control systems for demand response and distributed generation systems which was acquired by Comverge in 2003. Bud has a graduate degree in Mechanical Engineering from Colorado State University.
Christine Wright Senior Policy Analyst Public Utility Commission of Texas
Christine Wright joined the Public Utility Commission of Texas (PUCT) in March 2005. Currently she is a senior market policy analyst in the Infrastructure & Reliability Division. Ms. Wright managed the staff team responsible for writing the advanced metering rulemaking which was adopted in May 2007. She led the settlement discussions among interveners in the four smart meter deployment and cost-recovery requests (Oncor Electric Delivery, AEP companies, CenterPoint Energy and Texas New Mexico Power), and is the lead staff person in Project No. 34610, Implementation Proceeding Related to Advanced Metering. In addition to smart grid implementation, she has worked on issues related to wholesale and retail market design, demand response, provider of last resort, prepaid service, electricity theft, meter tampering and critical care customer designation. Prior to Ms. Wright’s employment with the PUCT, she worked for Energy Strategies, LLC., where she supported clients’ energy market activities throughout the West, including several competitive bid processes for large users to acquire their natural gas and power requirements. Ms. Wright consulted on energy procurement, contract negotiation, and demand-side management issues. She also managed the Utah Association of Energy Users (UAE), a trade association comprised of the state’s largest energy users. She represented the Association at the Utah Public Service Commission in various task forces, working groups and regulatory proceedings, and at the Utah legislature.

George W. Arnold Director, Smart Grid and Cyber-Physical Systems Program Office and National Coordinator National Institute of Standards and Technology George Arnold was appointed National Coordinator for Smart Grid Interoperability at the National Institute of Standards and Technology (NIST) in April 2009. He is responsible for leading the development of standards underpinning the nation’s Smart Grid. In October 2011 he assumed an additional responsibility as Director, Smart Grid and Cyber-Physical Systems Program Office in the NIST Engineering Laboratory. Dr. Arnold joined NIST in September 2006 as Deputy Director, Technology Services, after a 33-year career in the telecommunications and information technology industry. Dr. Arnold served as Chairman of the Board of the American National Standards Institute (ANSI), a private, non-profit organization that coordinates the U.S. voluntary standardization and conformity assessment system, from 2003 to 2005. He served as President of the IEEE Standards Association in 2007-2008 and was Vice President-Policy for the International Organization for Standardization (ISO) during 2006-2009, where he is responsible for guiding ISO’s strategic plan. Dr. Arnold previously served as a Vice-President at Lucent Technologies Bell Laboratories where he directed the company’s global standards efforts. His organization played a leading role in the development of international standards for Intelligent Networks and IP-based Next Generation Networks. In previous assignments at AT&T Bell Laboratories he had responsibilities in network planning, systems engineering, and application of information technology to automate operations and maintenance of the nationwide telecommunications network.Dr. Arnold received a Doctor of Engineering Science degree in Electrical Engineering and Computer Science from Columbia University in 1978.
